There was hex editor utility that was part of the PS1 downloads section, I wonder what happened to it?

If i remember correctly pec has a hex edit function.

The one I was referring to was this one had memory card support and other features as well. It was an old application and I don't remember the name, but I had gotten it from NGEMU a long time ago before the newer systems came out.
