Editing files on disc - FF7 ASM problem

Ok, I'm used to dealing with PS2 games, N64 ROMs, etc and rather enjoy making PS2 codes using SLUS files. I was wanting to mess with PS1 ISOs, but I can't figure something out. I found an assembly routine in the RAM of Final Fantasy 7. One would think this routine should exist in the SCUS file on the disc, but it doesn't. I can't find it anywhere on the disc. Any ideas?
