Well, unless you NEED to play the PSX version, why not download ZSnes? It's an awesome SNES emulator, it runs FF6 just fine, but because of it being a SNES emu you won't get the nice FMVs the PSX version has to offer. (can't tell you where to acquire the rom, though.. )

Or, if I misunderstood you.. you need ePSXe to play PSX games in your PC. Post your system specs so we can help you set it up good for you.

Sounds like a sweet machine. Well, ok, here's what you do: Download ePSXe, and find yourself a BIOS that will work in it. (Of course, you won't find out where in here--against the rules). Then, download a few necessary plugins: for sound plugins, get both Eternal SPU v1.41 and P.E.Op.S. DSound v1.8. (If you have trouble with one you can try the other; they're both great).

For graphics, get both the P.E.Op.S. GPU v1.15 and Pete's GPU Plugins v1.75. You'll use the former for 2D games like FFIV and the latter for all the rest.

Read the readmes for instructions on putting everything together.

For FFIV, use PEOpS; set it to 640x480, full screen, Super 2XSaI filtering, frameskip on, max FPS @ 60, turn off the fps counter, and you're set.

If you want to enjoy the short movies included in the PSX version, do not enable any special game fixes. Otherwise (which is most of the time), turn on "Use PC FPS Calculation" in the special fix menu. It completely cuts out the dreadful load-times in FFVI, but it also makes the movies play at hyper-speed.

Enjoy!
