What's a PPF?

I saw that PPF section on ngemu... Couldn't find an explanation. So what's a PPF?

Sorry for the obvious question but it doesn't seem so obvious to me atm.

PPF stands for 'Playstation Patch File'. These files are used to give small coding alterations to isos like region conversion, preboot cheat menus and copyright protection removal.

Can you be more specific regarding the cheat menus?

What kind of stuff can you do in, say, FF8 and 9?

... ok then. Well basically it brings up a little cheat menu before the game starts in which you can select what cheats you want activated (eg unlimited health etc). And specifically for FF8/9... why don't you try checking you lazy bum

It's not only that. In fact, it's main purpose is to surpass the copy-protection that many games have.
