try the settings over at www.lordkane.co.uk. try NOT using save states. make sure you are using ePSXe 1.5.2 as it is the best for FF9.

why would you want someone else's savegame? you ruin all your progress anyway go to www.gamefaqs.com for gamesaves...btw the game DOES work in ePSXe, i beat this entire game last month on ePSXe, so maybe if try the advice i told you, you can pass this part on your own instead of getting a savegame and working around the problem

hushypushy is right, you need to be playing this game on ePSXe v1.5.2 1.60 has been known for having a lot of issues with this game. If you play it using 1.5.2, I think that will fix your saving problem. You can also try playing from ISO's if switching discs isn't working.
