PAL and NTSC?????

I just want to know what PAL and NTSC are and what they stand for. I remember looking it up once before, just can't remeber. And it's bugging the heck out of me that i can't remember. I think it has to do something with region but not totally sure, so i'm asking if someone could please let me know. You can call me retarted if i'm supposed to know this, but don't call me a newb, I have been in the emulation game for over a year now. I just never regestered to a forum, and i took a couple months off and did some other **** besides getting emulated games to work on my computer. So if someone could please fill me in, that would be great. Thanks

NTSC
NTSC National Television Systems Committee. The name of the television and video standard in use in the United States. Consists of 525 horizontal lines at a field rate of 60 fields per second. (Two fields equals one complete Frame). Only 486 of these lines are used for picture. The rest are used for sync and extra information such as VITC and Closed Captioning. This is the colour video standard used in the United States and Japan.

PAL
Phase Alternate Line. The television and video standard in use in most of Europe, Hong Kond and the Middle East. Consists of 625 horizontal lines at a field rate of 50 fields per second. (Two fields equals one complete Frame). Only 576 of these lines are used for picture. The rest are used for sync or extra information such as VITC and Closed Captioning.

...I'll add:
PAL games run at 50fps and NTSC ones run at 60fps
which is 20% faster

so if you play pal games, try finding a PPF which allow to select NTSC or PAL at boot
