is there any Video converter yet for ps2 or is anyone even working on one?

I don't think so. AFAIK, there are no movie converters for PS2 yet. I know that PsxMC can play FFX voices, but no video.

There aren't any good PS2 movie players AFAIK. Somebody was talking about it that it can run THPS3 movies well, I donno.

There is a ps2 movie player along with few tools for ps2 on one of the *very popular sites*.
