As far as I know, there is no patch for Legaia if you want to play it with VGS, try using ePSXe.

I finished Legend Of Legaia using ePSXe (I think the old one, 1.2, 1.4, I forgot which) after finding that VGS can't emulate it properly. When using ePSXe, at first there are tendency of crashing when using moves, but I turn off the XA sound and the problem solved.
