yes, it depends on what kind of controller you get. there are all sorts of pc controllers/gamepads/joysticks and as long as they use directinput, then they will be compatible with most windows programs, ie emulators.
if you are talking about connecting a console gamepad to the pc, you need a schematic and a driver such as direct pad pro. do a google search on it.

There are multiple options. You could buy an adapter to use your PSX controllers on the PC, or you could go the more standard route and just buy a gamepad. There are many many good gamepads out there - some that look and feel like PSX controllers, and some that don't. I would recommend something by Thrustmaster, Logitech, or Gravis - they all make good gamepads that work great not only in emulation, but in lots of other games.

I would suggest that for maximum enjoyment of ePSXe, you get a controller that is similar to a real PSX pad, or you do as was suggested and use an adapter or cable and a real PSX pad. BTW the PSX pad works great w/all other emulators as well.
