Lack of Z-Buffer in PSX

Okay i know that because PSX doesn't have that it has jumpy polygons
and those jumpy polygons are very visible in games like "Resident Evi", "Dino Crisis" and more.
But for some reason aren't visible or don't exist in others like "MGS" "Spyro The Dragon"

So i have few questions
1.what is z-buffer (to lazy to ggole it)
2.Why it cant be implanted in a emulator yeah i know that PSX doesn't have but cant we just make it work
3.Why those jumpy polygons exist in some games and some not
4. I think of something more later

It DOES occur in Spyro, its just because of the nature of how the world is put together, it doesn't appear as obvious.

not to mention some games have a z-buffer type hack.
