1. Check all the GBA emus and see if they support this function.
2. If you can't figger that out, then ask here, I guess.
3. Ask the authors themselves.

there's no netplay option in any GBA emulators, AFAIK. there's a GBC emulator called TGB_DUAL that has netplay though

VBA will NEVER implement the linking function. Stop asking and read the FAQ on Forgotten's site.

i have vba and i don't see multiplayer anywhere. How hard do you think it would be to make a plugin or a standalone program that can connect 2 or more people

Um okay there is something I have to say. I was told to go to a sites FAQ page because it will tell me why that person/people are not going to add a link/multiplayer capability to their emu. What I found out was 1) its very complicated to do. Don't get me wrong here I never said computer programming was easy and 2) They said and I quote "For the time being, I've decided not to add link support. The reason is that link would increase the interest in the emulator by users using illegal copies of software." I am dumb founded to why somebody would say that and still make emu's, again I say don't get me wrong I love playing my PS games on my computer but for those consoles which don't use CDs for their games you have to find a ROM for that game and I know for a fact that more then half the people who come to this web page (www.ngemu.com) for emus don't have the original game or have a ROM. So all I am saying is that if you going to make an emu and keep updating and upgrading it so it can be the best it can be, even though as people say owning a ROM is against the law, why stop there when you can bring a whole new level to emus by doing so much other stuff to it. Thank for your time and thought about this subject.

p.s. I didn't know where to post this and also I am not putting anybody down or saying anything bad about some one. I was just stating my opinion.
