Are you sure the Gamecube SDK has an emulator? Afaik, gamecube official development is done through hardware debuggers.

don't want to play games I want to experiment with such software, and learn how to make use of it. Also I would be find obtaining this or maybe the N64 Dev Kit. As an alternative I would like to know if there are any freeware, unofficial dev kits for any of the two mentioned consoles that are of the same quality or higher than the Official Nintendo Development Kits

i dont know about freeware alternatives, but "obtaining" the official SDK's is illegal, so you wont get help with that here.

NO you can´t emulate games with the SDK. To my knowledge there´s a tool(like an emulator) but you won´t be able to run any games because the tool is designed for test porpuses(test your code etc.)
