The Shrinker tool.

I tested it on Crazy Taxie and it worked.
I tested it on Wario World and it stoped when it was suppost to go to menu.
works on Ikaruga
works on Bust a Move
works on wind waker
doesn't work on super monkey ball
Worked On Billy Hatcher and the Giant Egg
works on 18 Wheeler American Pro Trucker

what is exactly the Shrinker Tool? what does it do?

The shrinker tool gets rid of extra space in the file.. Most games are 1.4gigs or so originally, but thats including the extra space in front of the actual game data on the disc. The shrinker takes them down to about a few hundred megs. I can't get any of the games to actually play, but i shrunk all the ones i have and they work the same as they did before shrinking them. (I do not have Wario, and they mentioned in the tool window that it screws that one up)

Super monkey ball locks up for me. It also worked on Wind Waker.
