Gamecube region

Hello everyone!
I have a Gamecube thatīs PAL B (brought from europe by a friend). In my country we use PAL-N or NTSC. I was wondering if
a) there is a way to change it from the gamecube itself
b) that would be legal

i know i can use a transcoder, but i was told that the video quality will be lower that way.
