Well, you can unpack DS roms with ndstool, but then you'll end with a lot of files almost no documentation, if any. Why do you want to unpack the files?

Because I want the two extra costumes and extra playable characters only included in deadly silence so I can use them on the pc version mainly Chris's ninja costume ;-) and far as I know all the .EMD files are compressed into that cpac_models.bin file on deadly silence.

Why would the DS costumes had to be compatible with the PC ones?

Because the Sega Saturn & PSX versions all use the same format for models .emd and there all interchangeable with the pc version also the filesize of cpac_models.bin is near enough the same if you take away the extra models as the C:\Program Files\RESIDENT EVIL\USA\Enemy folder.
I'm pretty sure the PSP and PS3 version of Biohazard - Director's Cut which was only released in japan via there download store uses the same format as well.

Hell, that's a mess. In a decent port for any console, the data should be changed to fit the machine most favorable data order, not to mention that if they still use the Saturn & PSX formats 10 years after... Well, it's not like they really invested as much time as they could to take as much as possible of the DS
