Theyre write all in java, so maybe the J2ME SDK could do the job....

Cloudvii's not intending to call or send messages with it, his purpose was mainly for games.

I see this is quite an old topic, but anyway, to stay on topic.....

I have a nokia 3510i; afaik the SDK of this phone (downloadable from Nokia) features an emulator in which you can use the programs.
I think this is the case with more phones.

seems you have to register there though.

The emulator is for development and allows you to build programs that run under Windows in a "simulated" environment -- it's not a true emulation of the mobile phone itself (think of it as "HLE" taken to the extreme).

Basic "tech" details: All the SDK does is compile your source for either x86 (Windows) or ARM (Phones). The emulator itself is a series of Windows programs that provide a similar API to develop with, but doesn't emulate the ARM processor, or any other hardware at all. Debugging with the SDK uses standard Windows development tools, since you're really debugging a Windows program and not a Symbian application.

Programs that run on the phones won't work on the emulator (and vice-versa), with the possible exception of some Java titles.

Without delving into the whole piracy undercurrent, the answer you're looking for is this: you can't download an NGage game and run it on your PC.

The 3100 runs JAVA games... which, if you read my posts, may work in some cases.
