you can't RUN windows ce on it. it just uses some of the wndows CE lobs for certain games. Also to set up your isp, just hit start when the browser loads up, go to options, then go to required information blah blah.. pretty self explanitory after that

Windows CE is designed to run without one if nessacery. The DC o/s is win CE based.

The DC isn't WinCE based at all, for the games that use it is't booted from the GD-ROM.

I asked around about it (thanks lrdcheese) and as I figured those are part of the BIOS program, but have nothing to do with WinCE. If anyone has information suggesting otherwise please tell us.

So what's that all about WinCE written on the DC?

Well, WinCE (or at least parts of it) would be booted from the GD-ROM, and indeed it would be compiled specifically for SH4 (DC's CPU) and possibly have libraries specifically for the DC's components, or at least imbedded DX drivers for them. In the same way the Windows OS we would use isn't built into our computers but our hdd's, WinCE is (apparently, I can't quite guarantee this at the moment) not part of the DC. That is, it's not in firmware (the BIOS) of the DC, unlike XBox which most likely does have Windows components in the BIOS. Of course Sega still had to pay royalties to MS just for even offering the "service" of a DC version of WinCE available to developers. Poor Sega, probably lost a lot of money unnecessarily because of something that didn't even prove very useful.
