Daytona usa Model2 0.9 Cancelled Network board not present.

When I try loading this game I get to this screen. However in the documentation is says: To play Daytona USA, when the network check screen appears, press F2 to enter test mode
and in Game Settings set the game mode to Standalone. I have tried this but when I go to game mode there is no standalone option.

Single, not Standalone. If you want network features you have to set up an M2Network.ini file:

[Network]
RxPort=2000
NextIP=127.0.0.1
NextPort=2000

...and set the cabinet to Master. Then you can have any multiplayer coloured car you want, and it'll say "Wanted players: 1".
