To actually run the game? No. Emulation? Maybe. So far I see no real evidence that proves that it's true that Sega Chihiro games can be run on a normal Xbox. First of all, some games use more than 64MB RAM, and from what I read the audio codec is different (Xbox: Realtek AC'97, Chihiro: Cirrus Logic CS4630). It's possible but consider these things...

1. There are no known dumps of Sega Chihiro games out there. So that's the biggest problem in a nutshell.
2. The specs of Sega Chihiro and Xbox drive most experienced emu authors away. Those who fully understand the complications of the hardware don't even bother trying.
3. The memory requirements to emulate Sega Chihiro games would be higher for many games (i.e. OutRun 2) because many games use more than 64MB of Ram to execute. The maximum amount of RAM used by a Sega Chihiro game is 512MB, and let's just say there's more to emulating RAM than just allocating a pointer of that size in your PC's virtual/system memory.

It's possible, but hard. I've been doing more research on what Sega Chihiro contains, and it looks like not only do you have to emulate the customized Xbox board, but another one on top of that. I'm not sure if that would add to the difficulty, but Xbox is hardest console of the last generation to emulate, and so far Sega Chihiro is looking worse. It can be done, it will just take some time, that's all. Let's just put it this way, it's alot worse than most other Sega arcade PCBs (i.e. Sega Titan Video aka ST-V, Sega Triforce, etc.). When hardware vendors start using nVidia GPUs for graphics, expect the difficulty level to skyrocket, and the number of experienced emu authors to run away scared from it.

Does this mean that translating Xbox DirectX calls to standard DirectX calls (HLE) is not enough, and you actually have to figure out how the GPU works and reproduce its inner workings in software (LLE)?

As far as Sega Chihiro goes, we don't know if it uses standard XDK libraries. It probably uses the developer's custom routines to directly access the hardware. My recommendation is using LLE to emulate it. Someone recently attempted to document the Xbox's GPU. It's not complete, but since it's similar to a PC's GeForce 3/Ti, you can look at the open source NV driver called nouveau for Unix. Not every register on either list is documented, but that just makes things more fun to work on!
