need some info about parts

my friend wants to bulid a new computer here is what he wants to buy
1.he does want an amdx2 or an pentium d he wants opteron >>dual core<<
2.he wants a graphics card that is good but also is cheap and has pixel shader 2+

i dont know about the price opteron as it is scarce in my city and ebay tells it to be around 100$ so has anyone spotted something cheaper
2. i need suggestions about the graphics cards

ATI Radeon X1600XT (pixel shader 3 512MB DDR3[i think])
For pentiuns:
An NVIDIA XP
I rly don't like nvidias so i don't know all their names lol
I have an AMD Athlon XP 2000+ and ATI Radeon X1600PRO 512MB DDR2 cuz it's AGP but i don't complain about... absolutely almost nothin!

The ATi X1650 Pro or XT performs better than the 1600 series. Even better would be an X1950Pro because they are below the €200 as well.

I think it's better to get an AMD X2 rather than Pentium D.

Not really, at the moment Intel and nVidia produce the best performing pc parts, they just happen to cost a bit more.

In computer business it's dumb being a fanboy because you're bound to buy inferior parts as the two market leaders will try to take over the crown all the time.

He'll regret if he get the X1600 or X1650, I recommend you to skip the X1600 series and head for the X1900 family XD.

Sapphire is a company who uses ATi chips to make videocards, just like XFX, Asus, Sparkle and many others.

A Geforce 7600GT would be a solid budget solution, I can imagine hardware being a bit more expensive in India. The GS version is cheaper, but slower as well. If you have more to spend, look into the 7900 series.

EXACTLY IT IS A BIT EXPENSIVE IN INDIA IF YOU DONT HAVE NICE CONTACT
AS FOR ME I GET NEARLY EVERYTHING AT CHEAP PRICES BUT THEY ARE NOT CHEAPER THAN EBAY PRICES THANKS FOR SUGGESTIONS ANYWAYS
