if it can't turn on, there's many causes and I think ASUS CUV4X is a socket 370 and it's supported all kind of processor using 370 type, so celeron won't be any problem, check the power supply, maybe the PSU already old.

first... was that the original proc... if not... good luck, intel is not known for mobo supporting procs at a higher speed with a different core (only likes same core at a higher/ slower spped).

The Socket 370 supports all Celeron and Pentium 2/3 up to 1 Ghz (Klamath, Deschutes, Katmai and Coppermine [and Tualatin with an adapter]). It's likely your board doesn't support higher speed CPUs. I would recommend a BIOS update like your bo suggested.

connect the PC speaker to the mobo, turn on the PC, and take note how many times it beeps. then check the mobo's manual for information on the number of beeps and the problem that they signal.

You can turn on a puter without a CPU and still access the BIOS, but his' wont even turn on so I'd expect atleast a beep or something if the proccessor isnt supported.
But what do you mean by "it wont turn on", blekbekblekbek?
