My friend has a x1600 PCI-E from Saphire, and it does need a power connector.
Strangely enough, it uses the floppy one...

The 4-pin connector on the top right, if that's what you're talking about, like a sound card xD~

Anyways, why don't you put that card into another pci-e slot (8x) because it make no difference what so ever whether it is in 16x or 8x lane or slot. The performance will be the same for a budget card.
i only have 1 pcie slot on this mobo...
but as for every 1 else i will check to see if it needs additional power! and sorry it took so long to reply ive been out!

ok so here r the pictures i just took of my graphics card(front and back) and i see no additional power connector... so maybe these pix will help us all out on how 2 fix this problem

No it doesn't need a extra power connector.
Did you tested it on another mobo?

i wish i could although i dont have another mobo to test it on...
i just dont understand why its not picking it up but yet the card still receives power and the fan starts up but yet the system doesnt recognize it

There are some cases of PCI 2.0 video cards, not being backwards compatible with 1.1.....
