If your planning to do any emulation, pick an nvidia card over ati which has pretty poor OpenGL drivers.
As for those 2 cards the 8600gt gains zero (0) performance advantage of having 512mb of ram vs 256mb ram, since it only has a 128bit memory bus which prevents it from taking advantage of the extra 256mb they sometimes add to the card. All the reviews confirm this, and its mearly done as a marketing ploy since the ram used on the 8600 is relatively cheap yet can impress consumers into buying a product. Definitely get the 8800GTS 320mb, but if possible see if you can get a 9600GT 512mb which is maybe $10 more than the top of your price range.

The 8800GS performs similar to the Radeon 3850. So for me I'd blindfold myself and choose randomly. :P
As for the OP's question, even the Radeon 3850 256MB will outrun both of the video cards you mention (GeForce 8600GTS and 8800GTS 320MB), except on really high resolutions, but then, they're gonna be so slow such such resolutions I think it's irrelevant.

I had the same dilemma when I bought my card
go with the 8800 gts it performs better than 3870 512 plus nvidia has better drivers for vista and better compatibility with emulators AFAIK my reference was the Toms hardware vga charts they are gone now (the interactive ones) but still check them out

Instead buy from NCIX.com - Canada's Premier Computer Store - Great Technology, Service and Selection., thats where me and pretty much all 'in the know' tech people do their shopping. Now we just need to wait for newegg to start shipping to canada (sans custom fees). Quote:
@Makoeyes I saw just a little while ago a superclocked BFG 8600gt 256mb 1600mhz ddr3 for $69 after a $30MIR on NCIX about a month ago. Just sign up in their online email flyer, to get all there great sales. Then do your shopping at BOTH Tigerdirect and NCIX, since 15% of the time Tigerdirect still might have a better deal on the same product (usually not though).
