What video plugin are you using? In what games are the slowdowns occuring?
Are you playing off Cd or are you using an ISO?

I am using pete's openGL2 driver 2.8. ive only tried Parasite eve and FF7. in parasite eve the load times are long and the music sputters a lot. In ff7 the battle swirl appears and then the music and gameplay slow down to a crawl. this also happens when i open the menu. when i enter barrets name the game stopped. and by the way im playing on the actual game cds.

Make an ISO, that way your games will work smoother.
Then, look here for a game specific config, you can try to use Pete's OpenGL 1.76 if 2.8 is still performing poorly.

i have the same card and (used to have) the same problem

heres how i solved it:

Overclock 5200 with coolbits
ogl2 2.8:
Resolution/Color:
- Internal X resolution: 1
- Internal Y resolution: 1
- Keep psx aspect ratio: on
- No render-to-texture: off

- Filtering: 4
- Hi-Res textures: 0
- TexWin pixel shader: off
- VRam size: 128 MBytes

Compatibility:
- Offscreen drawing: 1
- Framebuffer effects: 2
- Framebuffer uploads: 1 or 2

Misc:
- Scanlines: off
- Mdec filter: on
- Screen filtering: off
- Shader effects: off
- GF4/XP crash fix: off
- Game fixes: on [00000002]

and most importantly: decrease video hardware acceleration so that all directx crap is not cumputed by the card, level 3 or 4*i think* because the 5200 doesnt do ogl2 standards very well and unfortunately it appears windows is better at it than a 5200 so by decreasing hardware acceleration you let the rest of your computer handle it (right click desktop->settings->advanced->troubleshooting)

Again, these are settings i use only for my crap fx5200 but it gets the battle swirl and pointer hand to work

I had an FX5200 on a Celeron 1.8GHZ before upgrading and could run most, if not all of my PS1 games at 1280*1024 and some nice visual settings with Petes 1.76, don't use the OpenGL2 plugins, the 5200 just won't cut it.

Other than that, providing your CPU and memory are fine the 5200 will have no problems with PS1 emulation.
