i download a save for tekken 3 with name tekken3.GME. how can i use it with ePSXe?

Use it as a memorycard.
If you want to use that file in any other PSX emulator, you can convert it to .mcr with PSXmemtool.

i put it in memcards and the game say that there is no tekken3 file

You have to be using it for the same region, like NTSC or PAL. Although I think PSXmemtool can take care of that too.
