fps limit hotkey

i remember there used to be a hotkey that would disable/enable the fps limit. this was back when i used windoze. is it a windoze only thing? or is it part of a joypad plugin? i remember it had to do with the icons on top of the emulation window. what do those icons stand for? i know they have something to do with the other f keys, but when i press them nothing happens to the icons.

Press 9. You can change the button in Pete's graphics plugins.
