Can you play import games with the emulator?

I just want to make sure that ESPXE can before I make my ebay purchase. I'm looking to buy the two Suikogaiden games. Thanks a bunch!

There is no technical restrictions in place to limit that. Just go ahead

Suikogaiden? you mean Suikoden?

and why buy the import versions, rather than the US versions? well, good luck. Suikoden games are expensive.

raksmey: I did the requisite 108-battles in the prologue to get the colour intro in Suikoden 2, I know how you feel.

He probably means Suikogaiden. The Suikogaiden games were released in Japan only and are more "text adventures" than games, but they are games nonetheless. Here's a quote from Adam Doran's FAQ on GameFAQs:

Suikogaiden has you playing as Nash Latkje in a text based RPG. There
are no random battles, no level ups, just pure story progression which
all takes place during the same time period as that of Suikoden 2.
During the game you will come across many characters from the series
which you may or may not be familiar with already. Most of the
enjoyment for those of us who only understand English will be from the
artwork, music and sound effects as the entire game is in Japanese
except for the title screen

Also, suikosource.com has summary-translations for both games under the "games" section.
