can i somehow get (datel) memory disk drive disketes to work with pc and/or epsxe?

I am pretty unsure what are you refering to.

Depending on your OS, Windows 95/98/ME requires a disk driver for use of a USB disk drives.

Windows XP automatically configures and install the disk drive for you.

Yes, if there is enough space for savestates.
