slow key responses

i used to play on epsxe fine before on this same system, but i just did a fresh install of xp pro (same os as i used before) but the key responses are very slow. i installed my nvidia driver, changed the key repeat delay to fastest, but no help. am i supposed to have directx 9 installed? i only have 8.1. i don't think that's the issue, though. after 30 minutes of a fresh install, i'm thinking about reinstalling. sigh.
