a longshot....but maybe your old one isnt closed? go to Run--->enable logs.
when you close epsxe you should press escape first and close the GUI window, or close the DOS window.... |

well make sure also all the current epsxe.exe are closed. press control shift escape and go to task manager, Processes tab and look for ePSXe.exe, close all of them
