ePSXe is the best emu for FF9.
But what's you version of the game?
Cause if it's a PAL version you'll need to patch(or use Pete's latest CDRom plugin with the patch)it in order to play.

Well if it's the US version,then no problem,you can play without a patch.
BTW,do you need help configuring the emu?

ya i have a p3 800mghz

ati expert 2000 32 meg

the sound card is a part of the mother board so i dont know what
spu plugins to use...well i dont know what pugins to use for the rest to

OK so just set the emu as on the screenshots and it should wotk very fine:
First the video plugin,I recommend Pete's OGL plugin:

Configure it the same way I described but,use Lewpy's Glide plugin instead of Pete's.

I have this trouble too!

I want to play FF9 in a Voodoo 3 AMD Athlon w/128 Mb of RAM...
How can I configure ePSXe for this purpose?

Look at the two arrows.. these mark the options for either if you want faster speed or more graphic effects.. I have it set for maximum graphic effects because my system can handle it.. Set it accordingly to your system specs.. "Basic" makes the game run fastest but looses some effects.. "FULL" tries to show all graphic effects at the cost of speed.. If the sound is weird then try a different spu.. I heard iori's new spu 1.471 sounds good..
