How do you use cheats in epsxe?
I've tried typing in cheat codes into epsxe, but they don't seem to work... reading the readme file, I realized that it's better if I use [pec] to activate the cheat codes... but after I installed pec and try to use the function on pec known as "send to plugin", it just says waiting for plugin... what should I do? Has anybody met this problem before?

that's normal. It's waiting for you to run the game in the emu so it can patch it.

It's better if you open the config menu of the PEC plugin BEFORE you click on "send cheats to plugin". That way you'll see the "transferring data" message instead of "waiting for plugin", so you can exit pec and start your game w/o PEC still running in the background.

To Beatmax: I still get that msg even when I've entered the game already, it's odd...
To Shiori: sorry, I'm slow, would you please tell me where is that PEC plugin config menu? I couldn't find it anywhere in that program... thanks

You actually need to select the pec emucheater plugin from Config>Video in ePSXe then click to configure it. Then, choose the REAL plugin that you wanted to use.
Then, select your cheats, click send cheats to plug in, and start the emu OR Start your emu, press the 'Esc' button on your keyboard, go to pec, click send cheats to plugins, then open your game again.
