The gui is the thing with the logo that runs first when you load the emu. Click on config, gamepad, pad 2 and change the setting from disabled to digital. Then map the butons to keys on your keyboard. If that doesn't work press f4 during gameplay.

Two people can use the same keyboard. Just make sure each pad in ePSXe is using different keys.
