it should be like a breeze running it on epsxe 1.52 as they did a major change in the SIO irq's (F4 key) which makes it run on epsxe 1.52 flawlessly.

on to the topic, if for some reason it doesn't work on epsxe 1.52, try it on older versions. Before running the game, enable SIO irq always on then run the game. after booting, when the controllers doesn't work just press the F4 key.

Strange, the only problem I have with RS2 is that some modes do not work(mini games, story, or creator creation). I've never experienced slowdown, although the framerate does seem usually lower than other games( 50 fps give or take). Perhaps you have some plugin issues. You might want to try pete's ogl, because that's the one I use and no slowdown here.
