Try running from an iso to help speed up the loading process.. There is suppose to be a swirl effect when you enter battles.. These effects are hard to emulate and require a pretty powerful system.. Post your computer specs and your config.. You can turn them on, but it would slow down the transition.. It's better to leave them off if you have a slow comp and run the game from an iso to lessen the loading..

What version of ff9 are you using. Maybe you need a patch. Also, tell us more about your comp by clicking "copy info to clipboard" in the video config. Certain GPU's don't work well with certain GFX cards.

Try changing Framebuffer texture to 1.

I'm not sure about your card specifically, but sometimes Pete's D3D work better than ogl.

Just noticed. You are running 1.56 of Pete's plugins. We are now on 1.59. Also, as Password0k said, use the d3d plugin. IIRC, TNTs and below, and anything under the Radeon are better on that.

He's running a Riva 128. IIRC, only Radeons can do FSAA on ATI's side.

D3D

Hey Slim!

I have a ATI M4 Mobility 32MB..

I use Petes OGL when i play FF7-8...but for some reason that didnt work very well with FF9, had some lockup problems and slow FPS..
Then i swithed to Petes D3D and now i have almost finished FF9 without my comp locking at all.. workes great!

So try switching to Petes D3D

I'm running FFIX on ePSXe on a PR 1.7GHz GeForce2. I've tried just about every setting I can and have not been able to fix this. I can get it down to about 10-15 seconds where it runs at about 5-10fps and music is real choppy. I think it's just a problem with how ePSXe tries to emulate this. The PC version of FFVII had this swirl-in effect in battles, and with vsync off it took about .2 seconds, so the hardware is capable of doing the animation. It's just difficult to emulate something like this.
