what exactly is xkai?

Xkai is a PC application that allows you to use the Ad-Hoc mode over the internet, so effectively games that only support Ad-Hoc mode can be played as if it also supported the so called "Infrastructure" mode. Don't ask me about getting it to use though, I never tried.

If you have a PSP with Custom Firmware you can download CWCHEATS, PSP, Cheat, Tips - 543 GAMES and 7524 CHEATS on DB
