It is a visual style.
Here is the link for it. (Comes as an .exe, so you have to install it...)

But, i have attached only the style so you don't need to install anything, oh and i also attached wallpaper used in
the screenshot.

Hey, it looks good. I'm using it right now.
I have one question though. I remember there was a way to change the bar that is placed in the lower part of a window and retore it to the original left side. The one that in your pic appears with the add/remove programs options.

Does anybody remember how to change it back without reverting to my old visual style? I did it once a while ago.

@Kazuya: That's SHELLSTYLE effect. To use the one you like, make this: Get the shellstyle.dll one you want (if you're using Visual Styles, they're always inside the "Shellstyle" folder, right along with the .msstyle file), go to the folder of the msstyle you want, open the "Shellstyle" folder and put your shellstyle inside the NormalColor folder. Overwrite the shellstyle. Re-apply the theme and voila.

Damn, that was it. I did it a while ago but following instructions, that's why i couldn't do it this time. Thanks, now i can sleep well as my little brother won't be shaking the bed asking for a "fix" to his Pr0n folder

Like Proto, I'm going to celebrate my laptop's conversion from Windows XP to Ubuntu 6.06 with a screenshot of my desktop. Nothing terribly elaborate going on with the desktop yet, but I'm still chugging away at playing with it.
