A photo editing one .. PSP Photoshop etc ... You would save it as a gif. I would be more detailed but its diferent in every program.

ah thanks! i was using photoshop and deleting the white bits but then id save it as a jpg. hehe =P

It's from an anime called Mouse. I ripped it using Virtualdub and PSP.

You can also use powerdvd with the screencapture button to take a quick shot of the frame. Just a suggestion.

Both PowerDVD and WinDVD, you can step each frame to get the one you want aswell. Works really well for maiking 30FPS GIFs. They tend to get really huge like that though.

Ah, animated gifs. This is where VirtualDub combined with Jasc animation studio excels. JAS can open AVIs, so if you slect a portion of the avi you want from Virtualdub and save it as a smaller file, you can then use JAS to edit it to your preferences.
