Yes, that is because you are a pre-pubescent teen. Don't worry, it'll come around in a few years, just be patient.

You will also start growing hair in funny places also.

Well, I usually try to shave enough not to have a beard...I have very sensitive skin though so I can't shave as often as I want to, to never to have a beard...infact I have one right now.
