*.pac files

I'm trying to unpack the bank pac files from Sonic Heroes PC game
located in dvdroot/sound.
Is there anyway to extract the audio from the pac files?
Tried playing with Winamp plugin, but it froze.

eh, it's compacted... if you're lucky, it uses a simple compression method that can be decompressed with winrar or 7zip, else you'll have to code a tool to extract.

I have tried 7zip and Winrar to decompress, but it didn't work.
How can you code a tool to extract them?
