GTA3 won't run in tv-output mode.

Hi, i have a problem with GTA3. It won't run when i switched to tv-output mode, I double-clicked it but nothing happens.
But when i switched to monitor, it runs fine. I'm using 98, detonator 44.03. Is there any way to fix this? What could've cause this issue? I'm hoping for your reply.

vice city worked fine in tv output for me on xp (can't remember the drivers though - it was when i had a GF MX440)
