Mortal Kombat 3/Gold on PC?

Not sure exactly what this is. I originally thought it was an emu or rom but it doesnt seem to be. It doesnt "seem" ilegal as far as I can tell. Looks like a Mortal Kombat created by fans of the series using art and music based off mortal kombat.

There's a russian hack of UMK for sega genesis that has TONS of new characters, combos, fatalities and more, it's pretty impressive.

MKTrilogy was released on PC, which should have even more characters than this. As for the legality, I doubt it fairs well, but... who knows.
