Counter Strike Source Ban Weapon Question

im playing css alot lately and notice in some servers even though some weapon is ban like the magnum sniper and still some of the players can buy it, how do they do it? in the attach pix that player is holding a magnum sniper w/c is ban in the server.

its because they donated to the server... usually donaters get beneifits like that

they might also allow 1 per team.
