I think you had to talk to a almost everyone in your cellblock. Most important: a lady called "Latina" and a beaver-like man called "Hammer" - both being found inside a bar. After that you should find Citan in your quarters and everything explains itself.

Press F7 right before and right at the end of the dream sequence. That should get you past there, assuming you're using ePSXe that is.
