i hate to say this, but, i'm partially for that, regarding school children only, thou as they can get their parents into serious debt quickly, and it can, lead to school problems, however for adults, well its their choice, after whatever the legal age is in china, be it 16 18 21 or whatever else it currently stands at, mind you, getting parents to enforce it would be better imo, some people i reckon have two accounts or whatever in a household, so how they would stop, 3 hours or more, would have to be character specific i think, that woujld lead thou, to a way around the time limit

For children it's the job of their parents, not their goverment... If the children play too much they could just lock it by passwords or something... But this is stupid, and goes against human basic freedoms.
