Get all the hidden packages and you'll get the Apache as a reward. Of course there are other ways around it as well.

The thing about the packages is that I've probably actually found about 60 or 70 of them while randomly wandering around the city while causing havoc and getting badges, but those are the games I don't save. I then forget about them and don't go back, so in my main game I only have like 30 collected or something.

I think the apache is pretty fun for a while, but I don't really see any reason to collect all the packages for it. Just do the main story missions to unlock it at the Army Base or use LithJoe's trainer to spawn one before your very eyes.
