Megaman Battle Network 1 help

I'm at the point in the game where you have to get the Memos from the various former members of WWW. Everytime I talk to Yuri for hers she tells me I have to fill up my data library.

According to the stats I have displayed on the savegame screen:
Play Time 10:30
Data Library: 56/175
Battle Chips: 192
Credits: 10030

Help?
