FF7 Junon Dog

I'm playing through FF7 again, and one thing I never solved was how to get to a certain room. In Disc 2 when collecting the huge materia you go to the underwater reactor in Junon. After you take the first elevator down, there's a dog blocking the entrance to some room and the dog won't move. How do you make the dog move and get into that room?

that means that its not the time to go there yet. you must do something first and then when you go there again the dog wont be there anymore.i havent played it for a long time now so i cant say what to do first.

You don't need to pass the dog to advance... he's just blocking the entrance to a side room which probably has a treasure or something
