Shield, when mastered. I'm not sure of it's effect, but I think it makes you invincible, or very close to invulnerable

Comet in FF7 is pretty strong too... as are all the ultra-elemental spells from the contain materia. Shadow Flare (enemy skill magic) is pretty tight... In FF6, Merton and Earthquake were quite powerful too, but you gotta protect yourself too or get messed up

Based on FF7, its materia color is yellow, so it is not.

but I also always though BIO was fairly useful when used correctly. Especially in FFX. Many of the later bosses are vulnerable to it. I know that most people stop using it once the enemies appear to be immune to it, but especially in FFX, some of the later bosses are killed rather quickly using BIO. Like the Gatekeaper.
