Depends on local law, but modchips aren't to be discussed here ShadowPlayer.

I believe the main concern was to avoid having to pay royalties to the DVD Forum (DVD disc format) mainly, not only MPEG LA (licensing authority for CSS and stuff that are required for industrycompliant movie playing), hency why a custom-made DVD format was used...
